On May 8th 2004, United Cities and Local Governments (UCLG) adopted the Agenda 21 for culture as a reference document for its programmes on culture and assumed the role of coordinator of the process subsequent to its approval (about UCLG).

Vandalism currently is implemented in RU Wikipedia by users OneLittleMouse and Alex Smotrov (and illegal blockings). We suggest for the attention of general public all exploits of these people to be free from suspicion of bias. Punishment in such cases, is the shame in the eyes of the society and the blocking (when violation is more of middle). And these people will always under attention of the wide public.
